*Hellam Township is shown incorrectly in the Trust for Public Land report on votes. By all accounts, this was not a vote on supporting or opposing spending money on land conservation. Rather, it was a vote on whether a TDR program of questionable impact on open space should be established using funding from a .3 mill property tax. Hence it is not factored into our analysis. (The Nov. 4 measure failed on a vote of 39%/61%.)
